Why Užupis matters

Cross the little Vilnia river and you enter the Republic of Užupis. It declared itself independent in a spirit of fun, and has its own flag, a president and a constitution, displayed in many languages on a long wall. The rules are witty, such as the right to be happy and the right to be unhappy. Between galleries, murals and small cafés, it is a lovely place to wander.
